DISCUSSION:

In order to copy the installation files to the local media cache during a silent install, you need to add the "UI_CACHEINSTALLSOURCE" as a command line parameter in setup.ini, with its value set to 1.

Since you really only want to cache the very first time you run the installation, it is best not to go through sconfig. If it is included in a transform, it will be applied during Repairs ...etc.
