DISCUSSION
When trying to perform a user installation on TSE, it fails and in the
usrsetup.log file, you have this entry by the end of Stage 1:
The Primary Account does not have Exceed installed. Assuming uninstall was intentional
-> EXIT
RESOLUTION
Check the registry in HKLM\software\hummingbird\exceed and make sure PrimaryAccount value is not the user login. If it is user login, it will think the user is the one performing the primary installation (normally it is done by administrator) and it will not perform the normal installation for that user and it will stop after Stage 1.
