Local xapplication does not start Exceed.

VERSION: This applies to Exceed version 9.0+
PROBLEM:
If a local xapplication tries to display to something other than localpc:0, Exceed does not start.
SOLUTION:
Add a Windows environment variable "RunXServerUPAddr" that indicates what address Exceed should display.
For example if an xapplication is trying to display to 127.0.0.1:0, set RunXServerUPAddr to 127.0.0.1:0 and Exceed will start when the xapplication tries to display to that IP address.
