Running Exceed gives an error "All xserver displays are in use".

PROBLEM:

You are trying to run Exceed on a Windows 2003 Terminal Server. Administrators can run Exceed without a problem but non-privileged users get the message:

"All Xserver displays are in use".

SOLUTION:

In order to properly run Exceed and assign unique display numbers, the user needs to access certain registry keys in HKEY_CLASSES_ROOT\Interface and HKEY_CLASSES_ROOT\Typelib.

Although users may have read permission to the top level of HKCR, it may not extend to the above hives. Once read permissions is granted, Exceed works normally for non-privileged users.
