PROBLEM:

In Xconfig > "Security, Access Control and System Administration" if the Host Access Control List file "xhost.txt" is read-only, you will get the following error message:
"<PATH>...\xhost.txt does not exist.".

SOLUTION:

This issue has been resolved in patch Xconfig.exe v10.0.0.12.
